Reporting to the Head of Corporate Services and Finance, as HR Leader, you will be responsible for ensuring effective HR practices across the organisation. You will proactively manage employee relations and support staff development as well as support senior management in the development of training programmes and workforce planning.

KEY DUTIES & RESPONSIBILITIES
The duties and responsibilities of the successful candidate will include:
• Manage daily HR operations including employee recruitment, onboarding and offboarding, and records management.
• Provide first-line employee relations advice.
• Manage the service delivery of external recruitment consultants.
• Engage and consult with external HR consultants and manage service delivery of same.
• Support senior management in the delivery of line management functions.
• Develop and implement HR policies and procedures and ensure effective communication of same to staff.
• Develop standard operating procedures for HR processes.
• Develop and implement the Human Resource Handbook.
• Support senior management in the development and delivery of training programmes for all staff.
• Support the implementation of long-term HR strategy including development, retention, engagement and leadership.
• Management of employee records and HR documentation including reports and interaction with payroll as needed.
• Design and implement procurement requirements for HR.
• Assist senior management in workforce planning.
• Perform skills gap analysis and review and develop role profiles.
• Oversight of performance management and development systems.
• Supervise and manage any assigned staff.
• Any other duties as directed from time to time.

ELIGIBILITY CRITERIA
Candidates must meet the following essential requirements prior to their appointment:
• Possess a degree (Level 8 of NFQ) in HR, Business or other relevant fields or at least 3 years’ relevant experience working within a HR setting
• Strong knowledge of general HR activities including HR best practices, employment monitoring and recruitment and selection processes
• Ability to manage multiple priorities and projects simultaneously with a high level of accuracy and attention to detail.

Candidates must have unconditional authorisation to live and work in Ireland.

DESIRABLE CRITERIA
• Public sector experience is desirable but not essential.
• CIPD qualification in HR.
